Election Turnout Low at Sandburg

Richard Withers serves as a chief election inspector in the Sandburg dorms. This spring election, the turnout was predictably light despite some important issues on the ballot. Withers says that the Sandburg dorms has some of the lowest turnout historically of any ward in the city. Sean Lyons reports.
